No Lockdown but Lockdown like measures from Apr 30 to May 14

The cabinet on Tuesday decided to impose strict lockdown-like measures from April 30 up to May 14. Addressing media persons at the chief secretary’s conference hall here, High Powered Committee (HPC) spokesperson on COVID-19 and adviser Mmhonlumo Kikon said the government would issue fresh consolidated guidelines on April 29.

Highlighting some of the guidelines in brief that would be effective from April 30, he said all schools, colleges, educational and coaching institutions, hostels, etc, would remain closed across the State, though online and distant learning would be permitted and encouraged.

  1. Cinema halls, swimming pools, gymnasiums, entertainment parks, auditorium, theatres, assembly halls, sport complexes and stadiums and similar places to remain closed.
  2. All public places like parks, museums, libraries, recreational centres etc shall be closed. Any person found without mask in public places to pay fine of Rs. 200.
  3. Social, political, sports, entertainment academy, religious functions and other large congregations shall be permitted outside the containment zones with not more than 30% capacity of the hall, venue, ground or whichever is lower subject to COVID 19 appropriate behaviours.
  4. Entry and exit points: Any inbound traveller/returnee will be permitted to enter the State through Dimapur by train, air or by road through the New Field Check gate and Dillai gate.
  5. By road through Khuzama in Kohima district, Tzutapela and Watiyongpang under Mokokchung district, Naginimora and Tizit in Mon district, Bhandari in Wokha
    district and Lanye in Phek district and also Akash bridge in Chizami, Phek district.
  6. Entry into the state through any other route or by any other mode of travel is restricted, except under special circumstances with the approval of the Home department.
  7. Every inbound traveller will be guided by the provisions of the SOP issued on November 25, 2020. On arrival, traveller/returnee will be required to produce negative RT-PCR, TrueNat, CBNAAT test report done not earlier than 72 hour prior to entry into the State. Such persons will be required to remain in self-isolation/quarantine for seven (7) days. In other cases, upon entering the state, such person will be required to self-isolate/quarantine for 10 days.
  8. Each traveller will be required to fill up the self declaration form online https://covid19.nagaland.gov.in. For those travelling to other NE states through Nagaland, will also have to fill self declaration form online https://covid19.nagaland.gov.in
  9. Movement of people within the state will be permitted subject to adherence of COVID 19 SOP at all times.
  10. Intra-inter district movement of private/passenger vehicles of all category will be permitted across the state limited to 50% of the total seat occupancy.
  11. Hotels, lodges, restaurants will to be permitted to open subject to adherence to conditions/provisions of Covid-19 SOPs.
  12. Barbershops and salons are permitted to open and function subject to adherence of SOP.
  13. Private banks, ATMs, pharmacies, medical clinics, nursing homes, private telecom services, internet service providers, media houses, LPG/petroleum outlets will continue to open/function as per the existing arrangements.
  14. All other kinds of private offices/establishments may open/function subject to 50% attendance on any day and strict adherence to COVID-19 appropriate behaviour.
  15. All other activities not explicitly barred or prohibited in this order or any other order issued by the Government will continue to be permitted subject to strict adherence to COVID-19 appropriate behaviour like wearing of masks, social distancing and frequent washing of hands by sanitizers/soaps by all concerned.
  16. District administration, police, security forces/agencies and medical and essential service providers like treasury, fire & emergency services, home guards & civil defence, prisons, PHED, power, NIC, DIPR, postal services, food & civil supplies, social welfare, IT&C, veterinary & animal husbandry, municipal councils, doordarshan, BSNL, public sector banks , ATMs shall continue to operate as per the current arrangements.
  17. Persons above 65 years of age, persons with co-morbidities, pregnant women and children below the age of 10 years are advised to take necessary precautions.
  18. Shopping malls, will be permitted to open outside the containment zone subject to strict adherence of SOPs.
  19. Respective District Task Force may decide on opening and closure of only 50% shops on any particular day in a market with necessary measures to avoid crowding.
    DTFs to strictly enforce the consolidated guidelines order with effect from April 30- May14.

Further, Kikon said, building on the experience gathered last year, the cabinet decided that entry of goods-carrying vehicles transiting the State would be allowed at entry points after proper screening of drivers and attendants of such vehicles, adding that other routes would remain closed and the international border remained sealed as before.
