Konyak organizations headed by the Konyak Union (KU), Konyak Nyupuh Sheko Khong (KNSK) and Konyak Student’s Union (KSU) have decided to oppose the inauguration of the District Hospital Mon (DHM) scheduled on June 27, stating that the hospital is “incomplete.”
A press note from the All Konyak Frontal Organisation appreciated Chief Minister Neiphiu Rio for upgrading the hospital to 100 beds in 2013. It however stated that despite “huge amount of money” amounting to Rs 21.26 crores under National Health Mission (NHM) being invested, the building is structurally and architecturally not “patient friendly.”
“So many construction and supply works were not done as per the actual Detailed Project Report (DPR). In this regard, the Hospital Management Committee had continuously pleaded before the concerned agency.
However, its pleas were totally turned down,” the organisations stated.
It was pointed out that the joint Konyak Frontal Organisation had submitted a memorandum to the Chief Minister of Nagaland and a copy was endorsed to the Prime Minister’s Office at New Delhi and the Union Minister for Information. In the memorandum, several grievances were addressed for immediate rectification, failing which the District Hospital Mon “cannot go ahead with the inaugural programme and the Konyaks will be compelled to field Public Interest Litigation (PIL) for action and justice.”
They demanded that sufficient and regular staff (Nurses, Technicians, fourth grade staff) be provided in order to manage the 100 bedded district hospital, adding that doctors of various specialties should be posted at District Hospital Mon.
“Sadly, only 65 regular staffs (all grades) are managing the entire works in three regular shifts daily. Interestingly, the numbers of regular staff at District Hospital Mon is equivalent to many Community Health Centers in the State,” the organizations stated.
It was further pointed out that Rupees 1 Crore, which was sanctioned for the district hospital in 2018 under Special State Plan, “had been diverted.” Stating that repeated appeals had been turned down by the concerned Minister for Health and Family Welfare, the organizations said that “such humiliation cannot be erased off until its demand is fulfilled.”
The organizations informed that as per a Supreme Court verdict, “no operation can be done in a hospital where there is no ICU.” They informed that the referral centre for Mon District Hospital is Naga Hospital Kohima, which is 300 Kms away. In this regard, the Konyak Union had submitted a memorandum to the State Government in the year 2018.
They also pointed out that a 100 bedded hospital cannot be managed without sufficient and proper diagnostic facilities.
Another area of concern was the construction of ramp and elevator at the new district hospital building, which the organizations claimed was not “patient friendly.” “It was reported that the hospital Management Committee had repeatedly appealed before the concerned department, engineers, contractor and the suppliers, however, its repeated pleas were totally ignored,” the organizations said.
They stated that as of now, the ramp, which is meant for transporting patients in a trolley, “is very stiff which will definitely require about 10 people along with the trolley.”
Meanwhile, as per the Detailed Project Repot (DPR), 90 Mitsubushi Air Conditioners were sanctioned. However, the organizations said that only 23 Air Conditioners “of very low quality” have been installed till date. “Such act should be justified and rectified without delay,” they demanded.
Further, the organizations informed that currently, only 800 litres of water storage has been installed for the 100 bedded hospital. “Continuous water supply & sufficient storage is essential in maintaining and keeping the hospital clean,” they pointed out and said that the concerned contractor/supplier should have installed 40,000 litres of storage.
It was also informed that till date, the Mortuary Unit equipments have not arrived but its sanction order had been clearly mentioned in the DPR. The organizations therefore said that the assigned agency should bring those sanctioned equipments within the stipulated time.
