In an order, DC Dimapur Rajesh Soundararajan stated that every traveller/returnee would be required in produce a negative COVID-19 test Report (RT-PCR/TruNat/CBNAAT not earlier than 72 hours) or COVID-19 vaccination completion certificate (both the doses should have been taken) at the point of entry (PoE), which include Dimapur Airport, Dimapur Railway Station and Dimapur New Field Check Gate and Dillai Gate.
It stated that negative Rapid Antigen Test (RAT) report irrespective of time of testing or vaccination of first dose only would not be accepted.
Any returnee/inbound traveller found to be symptomatic on arrival, even if he/she possessed negative COVID-19 test report (not earlier than 72 hours) or COVID-19 vaccination completion certificate (son or hard copy or SMS from AX- NHPSMS showing successful administration of 2nd dose), would be immediately/tested on payment basis as per the government approved rate.
All returnees/inbound travellers would furnish an undertaking/declaration and shall undergo either paid or home quarantine for a mandatory period of seven days.
In case of returnee/inbound traveller, who is a resident of Nagaland but has arrived without the negative COVID-19 test report or COVID-19 vaccination completion certificate would mandatorily undergo rapid antigen fest (RAT) at the PoE on payment basis, if test positive, the traveller would undergo home isolation or get admitted in private hospital or government health institution and if test negative would have to undergo RT-PCR/TruNat/CBNAAT COVID-I9 test.
In case of returnees by road/air/train and is a transit passenger and directly travelling onwards to any other North East State; the person concerned should have a Negative COVID-19 Test Result through RT-PCR/TruNat/CBNAAT (Not earlier than 72 hours), or COVID-19 Vaccination Completion Certificate, and should also satisfy the requirements of the SOP of the final destination State, failing which, the person concerned would not be allowed to enter Nagaland.
Patients and attendants would be allowed entry subject to (i) production of COVID-19 negative report test (ii) prior appointment with concerned hospital.
In case of serious medical emergency requiring immediate admittance to hospital, patient and attendants would be allowed entry. However, such patient on arrival at the hospital would be tested and accordingly avail medical treatment.
The movement of goods vehicles entering or transiting through the State would be allowed through the mentioned point of entry, after proper medical screening of the drivers and attendants of those vehicles.
Movement of people into Dimapur district from other districts of Nagaland would be permitted subject to adherence to COVID behaviour at all the times while moving from one place to another. No COVID-19 test report is required.
No hotels/lodges/guest house would host guests entering from outside the state if they do not posses COVID-19 negative report.
The village councils/urban local bodies under the supervision of respective administrative officers would identify any inter-state traveller arriving in their respective jurisdictions.
They would inform such persons to immediately report to the respective officer and to remain in self isolation while in quarantine.
They would also monitor any breach of quarantine norms or COVID-19 appropriate behaviours by person concerned and immediately bring to the notice of the local administrative officer for taking suitable action.
Any person violating the instructions and the SOP would be liable to be prosecuted against as per the relevant sections of the Disaster Management Act 2005, besides actions under Section 188 of IPC and other legal provisions as applicable. (Inputs- Nagaland Post)
